Council approves joining VPPSA recycling contract with Republic at $8 per home per month; carts may be purchased for $10 each at contract end

Poquoson City Council voted to authorize the city manager to enter a special project agreement with the Virginia Peninsula Public Service Authority (VPPSA) to resume curbside recycling service through a cooperative arrangement with Republic Services.

Public Works Operations Manager Bodina Wright told council VPPSA had terminated its prior contractor (TFC) in September because of performance deficiencies. The city operated under a two‑month emergency contract with TFC while VPPSA pursued a new cooperative agreement. VPPSA negotiated a blended rate of $8 per home per month with Republic; the initial contract term would run from Dec. 1, 2025, through Dec. 31, 2029, and the city would have the option at the end of that term to buy the supplied carts for $10 apiece.

Wright said Republic will bring carts into service; under the TFC arrangement the carts had been owned by the contractor. Council members asked whether TFC would collect its carts; Wright said VPPSA expected the contractor to pick up existing carts near November and that the city was making contingency plans in case that did not occur. Wright said the pickup schedule would remain the same (every other Friday) initially and that acceptable recyclables and processing would be similar to the previous contractor’s practice.

Council approved the resolution by recorded roll call; the motion carried with recorded ayes from councilmembers.
