Council hears $365,905 in proposed FY26 carryovers and small new revenues; final vote not recorded in transcript

Tara Woodruff, Poquoson’s director of finance, briefed council on leftover fiscal‑year 2025 funds staff proposed to carry forward into fiscal‑year 2026 and on newly finalized revenues to be appropriated.

Woodruff said the city has $311,296 in carryover amounts and $54,609 in additional new revenue for a combined general‑fund appropriation proposal. She broke out the major carryover items: $20,294 for the police department (state asset forfeiture, National Night Out, recruitment and retention, and community engagement); $184,972 for the fire department (state ‘‘4 for life’’ fire funds and a Dominion radiological emergency preparedness program allocation); $64,877 designated for opioid abatement; $17,004.14 from a PCB settlement; and $23,739 of unspent library donations.

Woodruff identified the new revenue items as $3,222 in final state library aid, $15,765 in a direct distribution from the Virginia Opioid Abatement Authority for opioid abatement efforts, and $17,084 in remaining fire‑grant funds (including $12,844 from FEMA to finish vehicle exhaust removal systems at both stations, $125 remaining from a Department of Homeland Security grant that supported a drone replacement, and $4,115 from the Virginia Fire Services Board for turnout gear). She also said community development had received $18,538 from a developer to install LED street lights in a housing phase.

Woodruff said the fire department plans to use some of the carryover funding to pay for paramedic school for about four new hires and to replace turnout gear that is expiring if outside grants are not secured. A councilmember moved to approve an ordinance appropriating the FY26 general fund and FY25 carryover funds as presented; the transcript records the motion and second but does not show a final roll-call vote.
