Poquoson Council approves $89,492 transfer to complete schools' phone-system contract

Poquoson City Council on Oct. 11 approved an ordinance transferring $89,492 within the capital projects fund to allow the school division to complete a contract for a phone-system upgrade.
Finance Director Tara Moore Woodruff told council the schools requested the transfer after awarding a contract to IPC Technologies for $184,490.95 and asked to shift $89,492 from a previously appropriated high-school parking lot resurfacing account. The schools plan to scale back the resurfacing project and retain the remainder of that account for the pared-back work.
Councilmember motioned and the council voted 6-0 to approve the ordinance. Christie called the roll; Vice Mayor Bunting, Councilman Fye, Councilman Freeman, Councilwoman Hubbard, Councilwoman Emmett and Mayor Hooks were recorded voting in favor.
School representative Josh Montalvo was present for questions; Finance staff said the requested transfer was available in project balances and that the action was an internal reallocation within the capital projects fund.
The ordinance authorizes the transfer; no additional appropriation was required beyond the internal movement of existing project funds.
