Dorchester County Council extends paving contract, approves event and appointments

The council voted to extend the county's current tar-and-chip services bid from April 1, 2026, to June 30, 2026, at the existing contract price so paving work can be scheduled across the fall and spring seasons within the same fiscal year. Public Works Director Matt Ockman told the council the extension allows the county to split paving dollars across seasons, respond to winter-related deterioration in the spring, and retain bulk pricing. The council identified the contractor as American Paving Fabrics Incorporated. The motion was moved, seconded and approved by voice vote.
The council approved a request from Sherry Marie of Friends of Blackwater to hold the Wild Goose Chase, a women's bicycle ride to benefit Blackwater National Wildlife Refuge, on Sunday, Sept. 27, 2026, using Egypt Road Park as a rest stop from 7:30 a.m. to 4 p.m. Staff noted the State Highway Administration permit and insurance must be provided to the council office prior to the event; public-safety review produced no immediate concerns. The motion to approve was carried by voice vote.
Council approved observing Halloween on Friday, Oct. 31, 2025, from 6 p.m. to 8 p.m. for county residents with children ages 12 and under; the observation does not supersede municipal or preschool events. The motion passed by voice vote.
On board appointments, the council reappointed Ryan Daniels to the Recreation and Parks Advisory Board as his term was expiring; the motion to reappoint was carried by voice vote.
In other administrative business the clerk reported a general fund cash balance of $55,926,678.97 and provided a summary of a prior closed session held Oct. 7, 2025; the clerk cited the statutory basis for the closed session as a portion of the Maryland Annotated Code (statutory citation supplied in meeting materials). Planning manager Jones clarified that a departmental restructuring item removed from the published agenda does not concern corrections or emergency medical services and that staff will bring recruitment and retention-related items to the council on Oct. 21. Staff also said a draft FY25 annual report is ready for council feedback prior to a planned Friday publication.
All approved items were voice votes with the chair calling the "ayes" prevailing; no roll-call tallies were provided in the meeting minutes.
