Commissioners review SRO grant and vehicle purchases; staff describe leasing strategy

Staff described item (a) as acceptance of an Allegheny County SRO adequate coverage grant in the amount of $84,384 "for school resource officers' salaries and wages, and prorated at $7,000 per school," the staff presenter said.
Item (b) covered the purchase of two new single-axle dump trucks. Staff corrected the vendor listing: the trucks are coming from Kenworth through Stevenson. The total amount for the two new trucks was listed as $464,000 and staff recommended funding the purchase from remaining 2018 bond monies.
Item (c) was authorization for Alleghany County Utilities to lease three Ford F-350 trucks from Enterprise at a cost of $1,100 per month per truck to be paid from the utilities operating budget.
Commissioners asked about leasing versus buying. One commissioner reflected on the program: "it's serving its purpose. We have a difficult time sometimes still finding vehicles. Enterprise can sometimes locate those vehicles for us. So we're kind of doing a hybrid mix of flat out purchasing vehicles and also leasing vehicles." Another staff member noted long delivery times for state-bid purchases: "the last time we went to purchase new trucks from the state bid contract, it took 27 months for it to arrive." That delay was cited as one reason to use a mix of purchasing, buying good used vehicles when available, and leasing to fill gaps.
Staff also said two upcoming federally funded bridge projects were estimated to require about $200,000 local match each; state and IIJA funding reduced the local match to zero for those projects, allowing staff to use bond funds originally earmarked for bridge local matches toward the truck purchases.
No formal vote on the consent agenda appears in the work-session transcript; staff said the three items were being presented and that they would remain on the consent agenda unless commissioners requested otherwise.
