Board adopts updated bullying and harassment policies; first reading held on safe‑and‑respectful learning policy

The Humboldt County School District Board of Trustees approved updates to two district policies and held a first reading on a third during its Oct. 28 meeting.
Dustin (district staff) reviewed the policy changes required by recent Nevada statutory language and federal guidance. Policy 3080 (prohibiting harassment, intimidation and bullying) was rewritten to expand definitions of bullying, harassment and discrimination, clarify reporting channels (including SafeVoice), extend investigative timelines from two to five days with two additional days for extenuating circumstances, and emphasize restorative practices. Trustees were told administrators have already implemented many of the practices described in the revised language.
Policy 3075 updates for employee and workplace matters incorporate updated definitions (including quid pro quo and hostile environment), require immediate steps by supervisors who witness violations, and set similar investigatory timelines and confidentiality safeguards. The board approved both policy 3080 and 3075 by unanimous voice vote.
Policy 381 (safe and respectful learning environment) was brought forward as a first reading. Dustin highlighted newly required language—such as explicit reference to distinguishing traits historically associated with race (including hair texture and protective hairstyles)—SafeVoice reporting, and a Nevada Department of Education equity coordinator reference that trustees asked staff to clarify and return with additional context at the next meeting.
Trustees were advised that failure to investigate or report would carry disciplinary consequences for staff; training and annual reporting to the state were included in the revised policy language.
