A board member read elements of the soil report aloud and noted the document should state the tested depths and the redoxomorphic features observed (color patterns that indicate fluctuating water tables). Members said the file for the address should include a folder started immediately when an application arrives, with clear labeling and all supporting documents.
The health office signed two well permits that evening for properties with dry wells, and members said staff and volunteers need written standard operating procedures (SOPs) for permit intake and review. The board identified the Massachusetts Association of Health Boards (MAHB) guidebook as a resource available to members through the town's membership; staff will circulate login access and guidance to the board.
Board members also discussed the treatment of new-construction applications versus repair permits: wells tied to new construction should be considered alongside building permits and septic-engineering plans before final action on well permits.
No formal enforcement action or final decision about the 43 Birches Road septic plan was recorded; staff will collect missing documentation and present a complete file at a future meeting.
