Boonville council approves appropriation, annexation and amended personnel manual; multiple first readings introduced

The Boonville City Council on Oct. 20 approved a series of routine and substantive measures, including an ordinance appropriating $639,156.98 across city funds, final approval of the annexation of roughly 32 acres known as Ballpark Central, and adoption of the city personnel manual as amended to preserve department-head discretion over comp time versus overtime.
Council approved consent pay applications that included $153,666.00 to Spectrum Environmental for asbestos and lead abatement at A & D Barracks at Fort Kemper Park; $48,538.33 to GBH Builders Inc. for YMCA renovations; and a $10,821.91 final payment to Glovecon for city hall remodeling. The council also read and passed an ordinance appropriating $639,156.98 (general fund $187,801.08; sanitation $8,885.43; CIP tax $17,506.21; parks and water $306,671.40; and other smaller funds) on second reading.
On unfinished business, the council approved the fourth reading of bill 2025-009 to annex Ballpark Central, a commercial zoning request for approximately 32 acres along Jackson Road; council members recorded affirmative roll-call votes at the meeting.
The personnel manual (ordinance amending section 2-3-5, effective 11/01/2025) reached second reading after extended discussion. Council members debated comp time versus overtime, vacation accruals and other retention measures; the council adopted an amendment to leave comp-time-versus-overtime discretion with department heads and then approved the manual as amended.
Council also approved a depository agreement with BTC Bank (ordinance 2025-024) by roll call and accepted a salt bid for winter operations (staff reported a delivered price in the packet of approximately $89.18 per ton). Several items were introduced on first reading and will return for later votes: an intergovernmental water agreement with Consolidated Public Water Supply District No. 1 of Cooper County; a state block grant agreement for airport taxi-lane reconstruction at Jesse Virdle Memorial Airport; a preliminary site plan for AECI Utility Solutions at 2415 Mid America Industrial Drive; and an amendment to Chapter 14 to regulate fireworks sales inside city limits.
No additional conditions or contingencies were recorded for the passed ordinances beyond those read into the record (for example, the water buyout agreement was described in the packet as contingent on annexation, which the council approved).
