Planning commission recommends denial of short-term rental in Cedar Subdivision after resident opposition

The City of Pacific Planning & Zoning Commission on Oct. 14 voted 6–0 to recommend denial of a conditional-use permit sought to operate a short-term rental at 60 Cedarbrook Drive in the Cedar Subdivision.

Residents told the commission they oppose the rental because of safety and parking concerns and longstanding HOA enforcement problems. Janetta Townnet Zucker, president of the Cedar Subdivision Homeowners Association, said the HOA’s bylaws prohibit renters but that the association lacks funds and legal resources to enforce rules that date from the 1970s: “Our bylaws say no renters. We have 10% of our homes are renting, even though our bylaws say there’s no renters,” Zucker said.
