Parks director outlines ARPA possibilities, trail, HVAC and event plans

At the Oct. 28 meeting Oak Grove parks staff reported several potential capital and operational items for 2025–2026 budgeting, including possible ARPA funding, trail and facility projects, and event planning.
Staff said American Rescue Plan Act funds may become available and could support a new restroom at Frick Park and an exercise facility at the Davis Center, but no timeline is yet confirmed. Staff also reported that the Webb Park trail extension and the Davis Center HVAC replacement were expected to begin around Nov. 1, subject to contractor schedules and weather.
Staff briefed the board on selection of a fireworks vendor for next year’s Independence Day show and said the recommended contractor agreed to remove a previously problematic ‘‘water cake’’ product; next year’s 250th-anniversary show will include larger shells and extended effects. Parks staff also noted two bids received for fencing at Frick Park and that container-fencing work may be included in either the current or next year’s budget depending on funding.
Other updates included an Eagle Scout installation (exercise/stretching stations) sited near the new trailhead, ongoing geocaching activity in parks, and the animal-control facility’s aging HVAC system under review for next-year budgeting. Staff said November and December meetings will be scheduled as needed given the season and current workload.
