Anna resident urges winter sewer‑averaging, calls current rates excessive

Butler Perry listed samples from nearby cities to illustrate differences in base rates and winter‑average periods and argued that Anna's approach results in excessive bills: "As you can see from the numbers, Anna is overcharging its citizens in an excessive amount for its sewer and wastewater." She asked the council to adopt winter averaging so annual wastewater charges are based on lower winter usage.
