The Board of Aldermen voted to approve an employment agreement with Charles Littrell as city administrator and authorized the mayor to execute the agreement.
Alderman Lesh moved to appoint Littrell and Alderman Stewart seconded. Council members summarized the recruitment process: a national search produced about 30 candidates, a narrowed pool and five finalists who underwent interviews; Littrell was identified by the recruiting firm and city leadership as the leading candidate based on both private-sector experience and prior municipal administrator roles.
The board discussed terms to be included in the employment document and confirmed a start date of Nov. 18, 2025. Relocation assistance will be provided on a sliding scale: the agreement lists a minimum relocation contribution of $5,000 and a maximum of $10,000 depending on the candidate's eventual residence, with a stipulation that the administrator live within a 30-mile radius of the city or within the Merrimack Valley R-3 school district for a specified smaller amount. Additional housekeeping corrections to the resolution—s numbering and grammar were identified and will be corrected before final execution.
The resolution passed unanimously; the mayor also signed to indicate approval. A separate resolution to execute Littrell—s employment agreement will follow administrative processing.
