The Board of Aldermen voted to table consideration of a one-year PlacerAI (location-analytics) subscription after members questioned the product—s accuracy, who would use the data, and whether the purchase was the best use of funds during the ongoing budget process.
On Oct. 7 the clerk introduced a resolution authorizing services from PlacerAI for up to $16,000 for one year. Staff described the tool as a location-analytics platform that can provide foot-traffic patterns and site-visit metrics to inform economic development, event planning and municipal decisions. Several aldermen asked for concrete examples of how the city would use those data and which department would manage the service.
Council members and staff also raised technical limitations. One participant noted that the service depends on device and app-level location settings and cited research showing 20—40% of users may have device location turned off and more than 50% may block app-level tracking; that reduces sample completeness and can bias the results. Other members said existing municipal measures, such as sales-tax and lodging-tax receipts, can already indicate event impacts and business activity.
Alderman Lesh moved to table the resolution to the Oct. 21 meeting to allow staff to secure a departmental champion and to invite a vendor demonstration; Alderman Stewart seconded. The motion passed by a 3—2 vote. Staff was asked to invite the city—s economic development staff or PlacerAI representatives to present on Oct. 21 and to outline specific use cases and expected deliverables.
