The Los Alamos County Council unanimously adopted the 2025 Open Space & Trails Management Plan on Oct. 28 after removing a proposed Tent Rock trail extension through an urban reserve parcel at the request of Chair Cole.
Chair Cole had asked council staff to remove language and exhibits that suggested extending the Tent Rock trail eastward through an urban reserve parcel; staff represented the extension as either an oversight in the plan materials or an unnecessary reference because the existing Tent Rock route closely follows the reserve boundary and only marginally intersects it in a location unsuitable for development. Parks staff said they have no objection to removing the proposed extension language and associated map graphics from the appendix to avoid inconsistency with the county's comprehensive plan.
Council action Councilor Herrmann moved to adopt the Open Space & Trails Management Plan as amended; Councilor Neill Clinton seconded. The motion passed on a 7-0 roll call.
Why it matters The plan lays out management priorities, maintenance guidance, access and trail stewardship strategies across county-owned open space and trail corridors. Staff emphasized that the document is a management plan, not a land-use rezone; removing the proposed Tent Rock extension maintains consistency with prior council direction and with the county comprehensive plan.

Next steps Staff will publish the final plan with the agreed amendment and proceed to implementation planning tied to existing capital and maintenance budgets.
