Board approves Westgate rebuild GC/CM contract method and several routine items; consent agenda, minutes, and norms updated

The Edmonds School District Board of Directors took several formal actions at its Oct. 14 regular meeting, including authorizing a construction-delivery method for a school replacement project and approving routine consent items.

Westgate Elementary GC/CM authorization The board approved an authorization to use the general contractor/construction manager (GC/CM) alternative delivery method for the Westgate Elementary School replacement project. The motion was moved and seconded; a roll-call vote was recorded with Directors Gerard, Kramer, Smith, Chase and Keedams (as recorded in the minutes) voting yes and the authorization was approved.

Consent agenda and minutes The board approved three sets of minutes (the Sept. 23 special study session on the 2026 levy, the Sept. 23 regular business meeting, and a Sept. 30 special meeting on grading practices) by motion, and the minutes were approved without objection. The board also approved a 21-item consent agenda that included 12 personnel/staff agreements, one instructional materials-committee membership item, an interlocal agreement, two surplus-equipment items, and five field trips. Directors and members of SEIU 925 noted that the maintenance and trades members had ratified a tentative agreement 100%; the tentative agreement was included among the consent items.

Board norms and protocols The board approved updates to the board of directors' norms and protocols (developed at the board retreat) by voice vote.

Why this matters: The Westgate authorization clears a project-delivery approach for a major capital project; approval of minutes and the consent agenda allows personnel agreements and operational items to proceed. Inclusion of the maintenance tentative agreement in the consent agenda reflects a concluded collective-bargaining ratification that district staff and unions noted publicly.
