To complete the work, staff said the city must obtain approximately 6,518 square feet of permanent easement and 27,582 square feet of temporary construction easement from five adjacent parcels (owners named in staff report). After good‑faith negotiations did not produce signed agreements, staff recommended the council adopt resolutions of necessity under California eminent‑domain law (California Code of Civil Procedure section 1245.21). No members of the public submitted comments during the hearing. The council voted to adopt the resolutions and authorized staff to proceed with acquisition efforts; staff said acquisition would be targeted to complete by May 2026, with construction to begin in September 2026.
