Committee holds transfer of tow-lot paving funds to buy electric parking-enforcement vehicles

The Finance & Personnel Committee on Oct. 29 temporarily held a proposed $353,170 fund transfer that would move money originally identified for tow-lot repaving to purchases for an electric parking-enforcement vehicle fleet and related equipment.
"No. The tow lot still needs to be repaved," Chuck Schumacher, a Department of Public Works representative, said when asked whether the city would forgo repaving. Schumacher explained that an adjacent Milwaukee Metropolitan Sewerage District (MMSD) project included funding to repave the tow lot, freeing the city's capital money to be repurposed.
"Once we determined that the tow lot we would not need to use our own capital funding for the tow lot, we looked at where do we think that money could best be spent on capital needs within the transportation fund," Schumacher said. He described the vehicle purchases as "additional" to what was requested in the 2026 proposed budget and said he would provide specifics on vehicle counts and whether they were left- or right-hand drive variants.
Members pressed for more detail on whether the EV purchases were part of the 2026 request or an ad hoc repurposing of available funds; budget and DPW staff said they would provide clarifying information. After an objection, the committee called a roll and the hold on the transfer prevailed 4-1.
