Bluff reviews ordinance to limit commercial vehicle idling; draft sets two-minute limit, $500 fine

Bluff staff presented a draft vehicle-idling ordinance Oct. 28 that would make it unlawful for commercial vehicles to idle for more than two consecutive minutes within town limits. The draft follows similar ordinances in other communities and lists exemptions for traffic congestion, emergency vehicles and required maintenance or safety inspections.
The draft assigns reporting and enforcement authority to the mayor (as currently written) and proposes a $500 penalty for violations. Staff said the two-minute limit was modeled on ordinances elsewhere but requested public feedback on whether the limit, exemptions and enforcement assignment are appropriate.
A resident commenter urged broadening the ordinance to cover noncommercial vehicles, questioned the strict two-minute threshold and recommended a longer de minimis period such as five minutes to allow for brief stops. The commenter emphasized public education and signage as primary tools rather than aggressive enforcement. “I think it’s a public education and signage thing, for the most part,” the commenter said.
No adoption vote was taken at the hearing; the draft remains open for written comment until 5 p.m. Nov. 7, 2025 (office@townofbluffutah.gov).
