Council approves liquor license for Brass Tap at Olive Crossing

The Olivette City Council on Oct. 14 authorized the city clerk to issue a liquor license to KP Midwestern LLC, doing business as the Brass Tap, for the 2025 and 2026 calendar years. The proposed location is 9091 Olive Crossing, Suite 100.
Dawn Doty, senior planner, presented the application and said the license review confirms the applicant met the city's standards for issuance. Chief Beth Andreski provided a letter verifying police-related criteria were met.
Councilmember discussion focused on a certificate of no tax due included with the application that was dated March 17, 2025 and stated it remained valid for 90 days. Council asked whether the city needed a fresh certificate; staff noted the applicant holds a state sales tax license and the city receives notice from the state if that license is revoked or disciplined. "At the time of making the application, it was valid," a staff member said, and recommended proceeding while staff could check the certificate if council preferred.
Council voted in favor of issuing the liquor license with Council member Lewis, Council member Pashawn Hellman and Mayor Clark voting yes. The motion passed.
The liquor license approval does not change other approvals related to hours of operation or building permits, which remain subject to separate review by planning or PCDC as applicable.
