Hayden council: consent calendar, appointments, Ramsey Road addendum, grant application and procedural votes approved

Hayden City Council took a series of administrative and procedural actions at its Oct. 28 meeting.

Consent calendar The council approved the consent calendar, which included approval of meeting minutes (Oct. 7 and Oct. 14), acceptance of infrastructure and bills for payment, approval of a change order with MDM Construction for the Ramsey Road gravity sewer phase 2 project (a reduction of about $47,000), and acceptance of the Woodman subdivision master development agreement (J2025‑000330) among other routine items.

Appointments to commissions Council confirmed two Planning & Zoning appointments (Vince Vargas and Antonio/Anthony Grano) by roll call. Council also confirmed Sheree Wilder to the Arts Commission; the Arts Commission appointment passed on a roll call vote with one council member recorded as voting no (Council member White) and the rest voting yes (3–1 tally).

Ramsey Road state‑local agreement addendum Council approved a resolution authorizing the mayor to sign an addendum to the state‑local construction agreement with the Idaho Transportation Department related to the Ramsey Road extension project. Staff explained the project’s final construction costs were lower than earlier gap estimates and that the city will seek to recover a portion of the local funds previously advanced; staff estimated a potential reimbursement request of about $2,000,000, subject to state audit and closeout procedures. The resolution authorizing the addendum passed by roll call.

Law enforcement contract addendum extension Council authorized staff to send a request to the Kootenai County Board of Commissioners asking for an extension of the contract addendum for law enforcement services through Nov. 30, 2025. The BOCC had considered the same request earlier in the day; staff said the county attorney and sheriff’s office provided input during the finalization of language. The motion to send the request passed by roll call.

Honeysuckle Beach grant application Council authorized staff to prepare grant applications to the Idaho Department of Parks & Recreation (Waterway Improvement Fund and possibly Recreational Road & Bridge funds) for upgrades at Honeysuckle Beach including boat‑ramp repair, dock adjustments, improved parking, and extended walkways to improve accessibility. Staff noted the grant has a minimum 5% match requirement (and a 20% match requirement for motorized equipment), that matching funds could come from Honeysuckle Beach boat‑launch fees, and that grantees must complete project elements in accordance with the grant agreement if awarded. The council voted to permit staff to apply.

Other business Council received a detailed winter response presentation from Public Works about plowing priorities and operational constraints (about 180 lane miles and prioritized arterials/collectors first). The city administrator gave a fiscal update, including work with auditors on the FY2024 audit and a reminder that an outstanding audit could affect state distributions. Council then authorized entry into executive session under Idaho Code §§74‑206(1)(c) and (f).
