JLAC approves updates to 2026–27 audit and sunset-review schedule and committee assignments

The Joint Legislative Audit Committee on Thursday approved changes to the state'wide performance audit and sunset-review schedules and the committee-of-reference assignments for 2025 through 2027. The committee voted by voice to adopt the changes after a presentation by Auditor General Lindsay Perry.
Perry told the committee that legislation enacted in 2025 altered the audit calendar in two ways: it repealed the statutory requirement for the Auditor General to perform annual reviews of the Arizona Department of Corrections, Rehabilitation and Reentry, and it extended the statutory life of the Arizona Department of Housing through July 1, 2027, which triggers a sunset review that will be due Oct. 1, 2026. Perry recommended assigning the Department of Housing's sunset review to the Auditor General's office, noting the office has capacity after the corrections reviews were removed and that staff are already following up on 17 recommendations made to the Department of Housing in October 2024.
The committee also considered and approved committee-of-reference (COR) assignments for agencies on the 2025, 2026 and 2027 schedules. Perry said statute requires JLAC to assign agencies subject to sunset review to CORs regardless of whether the Auditor General conducts the review or the agency does a self-review; CORs hold public hearings and recommend continuations to the full legislature. The COR assignments presented to the committee reflected recommendations from the Senate president and House speaker and were approved by voice vote.
The motions were made and carried without recorded roll call. Committee members asked about the effectiveness of agency self-reviews; Perry said agencies can answer sunset-factor questions but an independent Auditor General review provides greater objectivity and assurance.
