Staff proposes transfer‑station permitting change; Plan Rutherford public hearing set for Jan. 22

Rutherford County planning staff told the commission Oct. 27 they intend to seek an ordinance amendment making transfer stations a use allowed by special exception in the Heavy Industrial zoning category, rather than by right, citing the similarity in scale and potential impacts between transfer stations and sanitary landfills.
Planner Doug DeMasi said transfer stations and sanitary landfills are classified as “extensive impact facilities” in Appendix B of the county zoning ordinance and that sanitary landfills already require a special‑exception review in specified districts. To bring transfer stations into the same permitting pathway, staff will prepare an ordinance amendment for public hearings at the planning commission and the county commission.
DeMasi also told the commission the department will present Plan Rutherford to the county commission at a public hearing scheduled for Jan. 22, 2026, following required public‑notice timelines and holiday scheduling concerns. He asked commissioners to note the date for the adoption hearing and said staff will continue outreach and public presentation in the meantime.
