Staff described the change as a purchaser‑initiated revision tied to broader project adjustments. A developer representative explained the reconfiguration included switching some stacked condominium units to 16‑foot townhomes on portions of the overall project and said the resulting city‑parcel unit count would decrease. Council members asked for clarification of unit counts and the calculation supporting the price change; staff and the developer said they would provide exact figures in follow‑up materials.
After discussion, the governing body voted to approve the first amendment to the purchase and sale agreement. The city clerk recorded opposition from two members of the governing body during the roll call; the public record of the meeting shows the motion carried.
