The Terrebonne Parish Consolidated Government council covered multiple routine and procedural items at its July 16 meeting, approving committee minutes and accounts-payable lists, scheduling dozens of condemnation hearings, ratifying committee actions, and confirming several board appointments.
On routine matters the council approved the minutes of the June 11, 2025 regular session (motion recorded as passed 8-0) and ratified accounts-payable lists for June 30, July 7 and July 14, 2025 (vote recorded 8-0). The council accepted the Tax Advisory Board minutes dated June 24, 2025 and ratified the board’s recommendation to accept the 2024 audit prepared by Bourgeois Bennett LLC.
Community Development and Planning matters included scheduling 40 condemnation hearings (items and addresses listed in the packet) and the introduction of a public hearing to consider establishing a 15 mph speed limit zone along the entire length of Cypress Garden Drive; that hearing was scheduled for July 30, 2025 at 6:30 p.m.
The council handled multiple appointments. It received the parish president’s submission of Crystal L. Tipton to serve as Human Resource and Risk Management Director; the president requested ratification of that appointment at the July 30, 2025 regular council meeting. The council also appointed Jerome Zorang and Mark Felger to the Terrebonne Hospital Service District No. 1 board. Jerome Zorang told the council he appreciated the opportunity to serve and to support the district; Mark Felger spoke about his CPA background, local business ownership and community involvement.
The meeting included a public hearing on relocating Precinct 29’s polling place from East Summer Recreation Center back to East Park/East Park Fire Station. Chief Henry of the fire department asked the council to vote no on the relocation, citing safety and security concerns about bringing the public into an active emergency facility. The council closed the public hearing (the transcript records the close vote as 6-2). The transcript does not show a subsequent adoption vote on the relocation ordinance.
Other items introduced or adopted during the meeting include: an ordinance to dedicate the Terrebonne Parish Criminal Justice Complex to Jerry J. Larpenter (public hearing set for July 30), an ordinance to rescind Ordinance No. 9704 (three-way stop at Regency Lane and Regal Road) with public hearing set for July 30, and a motion to establish 15 mph zones at specified streets, among other routine items. Several motions were recorded as unanimous (8-0) during the meeting.
The parish president closed with announcements about local events, a Doulard Bridge traffic update and a weather advisory forecasting about 10 inches of rain over the next four days; the council adjourned with an 8-0 vote.
