County staff presented the Ash County Livestock Campus lease and associated policies and bylaws at the Nov. 3 meeting. Commissioners reviewed a recommended edit to Article 3 of the bylaws clarifying board composition and appointment procedures.
Under the amendment, the board of directors for the Livestock Campus "shall be composed of a minimum of five, but not more than 12 members appointed by the Ashe County Board of Commissioners for staggered terms," and if a member resigns or fails to serve the full term, the commissioners may appoint a replacement either from public applications or a nomination provided by the campus board. That change replaces language that had limited the commissioner appointment pool to nominations provided only by the board.
Commissioners moved and seconded approval of the lease and the bylaws as amended. The motion carried by voice vote; no roll‑call tally was recorded in the meeting minutes.
Staff said small remaining grant balances are expected to cover some equipment purchases for the Ag Center before county funds are used, and more updates will follow as grant expenditures are finalized.
