Rules Committee advances multiple code amendments, from driver-education fee to sidewalk cafes

The committee approved a neighborhood amendment to bill 20250600 that updates the fee referenced in code section 634.107, revises how revenue deposited into the Driver Education Safety Trust Fund is allocated (code section 111.390), and directs Legislative Services to provide the clerk of court a copy of the enacted bill to allow the clerk time to update systems. The amendment sets an effective date of Jan. 1, 2026, to accommodate the clerk’s system changes. The committee approved the amendment and then the bill as amended by a recorded voice vote of 7-0.
In bill 20250765, the committee approved an amendment to change the date for the general consolidated government (second) election from the eighth Tuesday after the first consolidated government election to the tenth Tuesday (revising code section 351.02(b)). The neighborhood amendment passed by voice vote and the committee voted to re-refer the bill as amended, 7-0.
The committee also approved a neighborhood amendment to bill 20250772 to correct a spelling error and to revise code section 154.108(b) to reference parts 8 and 9 of chapter 250 as they relate to areas of the city that permit sidewalk cafes. The amendment and the bill as amended were approved unanimously.
All votes recorded in committee were 7 yeas and 0 nays. Several items were deferred at the request of council members for additional review or noticing requirements.
