Greene County approves Route 33 Holdings rezoning; board says letter ensures no displacement

The Greene County Board of Supervisors voted to approve Morse number 25-001, a rezoning request for portions of tax parcel 60C-A-24 totaling 18.55 acres along Route 33. The motion as moved and seconded approved rezoning 0.29 acres from R-2 (residential) to B-2 (business general) and 6.14 acres from R-2 to B-3 (highway/high-intensity business), with the board adding a letter dated 10/08/2025 to the record stating that no one will be displaced as a result of the rezoning.
Planning staff told the board that the rezoning area is primarily the frontage along Route 33 near the Wawa and that earlier aerials showed seven trailers in the area; staff said all but three have been moved, two are empty, and the remaining trailer is the park manager's. Applicant Frank Stoner of Milestone Partners/Route 33 Holdings described failing infrastructure at the existing park — two septic fields that require weekly pumping and multiple recent water breaks — and said the applicant is pursuing expansion and redesign to avoid doubling rents for current residents. He said the site plan had been approved but was awaiting health-department approval for septic work.
Board members pressed staff and the applicant on whether remaining residents would face increased rents or displacement. Staff and the applicant pointed to the applicant's October 8 letter and said the rezoning itself would not displace existing residents; the applicant said he hopes the redesigned expansion will allow the owner to keep rents at current levels when residents move to new or improved units. The motion passed on a roll-call vote with all members recorded as "Aye."
