The Columbia Planning and Zoning Commission on Oct. 23 recommended approval of a short-term rental conditional use permit for 2609 Weiland (Case 318-2025) with conditions recorded in the motion: a maximum occupancy of six transient guests, the motion-recorded annual-night limit (referred to in the hearing as "2 10" nights) and that the home's one-car garage be made available when the dwelling is used as an STR. The motion was amended to correct the street name (to Weiland) and passed by unanimous roll-call vote with one commissioner absent.
Staff described the property as a 3-bedroom, 1-bath home in an R1 zone, sited on approximately 0.13 acres. Staff said the property had not previously been offered as an STR; staff identified two letters of opposition and no open code violations on file. Staff noted that the attached one-car garage would need to be made available to accommodate six guests per booking.
Public comment included a neighborhood representative, Jamie Varvero, who said a 30-signature petition opposing the STR was presented and described the nearby green space where children play; the speaker cited traffic and child-safety concerns if transient car trips increase. Owner Laurie Brockman said she has operated the property as a long-term rental for about eight years, has maintained common areas and said she would not pursue STR use if it caused neighbor problems; she also said she responds to issues and maintains on-call contacts for emergencies. Another nearby resident, Mary Stubbs, told the commission her experiences with STRs had been negative and said she did not want to live next to one.
Commissioner Stanton moved to approve the conditional use permit subject to the stated conditions; the motion — corrected to read Weiland — was accepted as amended, seconded and approved by roll call. The commission's recommendation will be forwarded to City Council for final action.
