Planning commission tables Consolidated Water Plat to Nov. 20 after utility easement issue

The Columbia Planning and Zoning Commission voted unanimously Oct. 23 to table Case 28-2025 — a one-lot final major plat for property at 1500 North Seventh Street to be called "Consolidated Water Plat No. 1" — to the commission's Nov. 20 meeting to allow relocation of a private utility and recording of a replacement easement.

Staff told the commission the applicant's second tabling request was necessary because a private utility located within the city's public right-of-way must be moved and a replacement easement recorded before the plat can be accepted for final action. Staff said Boone Electric would be relocating a facility and that the documentation for the replacement easement must be recorded prior to plat approval. Because the new hearing date is more than two months after the originally advertised date, staff said full re-notification (newspaper and property-owner notices) will be required and the applicant will be charged for re-notification costs.

Public comment was not offered on the tabling question. Commissioner Stanton moved to table the item to Nov. 20, 2025; the motion was seconded and approved in a roll-call vote. Chair Brodsky called the motion carried.

Staff said the tabling will allow the city to ensure ‘‘all the technical requirements of the city's dedications are being addressed properly’’ before the plat is returned to the commission.
