Board approves affiliation contracts, special‑education services and personnel items; indemnification review to move to committee

Assistant Superintendent Nicole Doherty reviewed contracts and indemnification language during the action agenda on Oct. 14 before the board approved a consent agenda that included affiliation and service agreements and multiple personnel items.

Contracts and services: Doherty presented affiliation agreements for clinical placements with St. Anselm’s College’s nursing program and the University of Phoenix; youth-support programming with Granite YMCA (the STAY program); special-education therapeutic-recreation and service agreements with Northeast Passage and Easterseals; and a vendor contract for solid-waste collection and recycling. The board asked administration to seek permission to recycle glass from the solid-waste contractor and requested training for staff and communications to classrooms to reduce contamination; administration agreed to follow up.

Indemnification process: Attorney Upton told the board the Finance and Facilities committee had discussed a more efficient process for reviewing indemnification provisions; the board agreed to have Finance/Facilities vet indemnification language and then place the items on the consent agenda for full-board approval in order to save meeting time.

Personnel actions and votes: The board approved a set of personnel items (items 5, 6, 23, 30–36, 39 and 43 listed in the personnel report) and voted to release a district communications statement about email-address removal from public pages and to utilize district talking points for outreach. The MOU with the Amalgamated Transit Union was moved by Vice Chair O’Connell, seconded by Committee member Turner and approved by voice vote.

Why it matters: Routine affiliation agreements enable student-teaching pipelines and partner services; the indemnification workflow change is procedural but reduces repeated full-board discussion of contract boilerplate. Training on recycling and contamination penalties ties vendor contracts to operational implementation at schools.

Next steps: administration will finalize contracts and address the glass-recycling request and staff training, place indemnification items through Finance/Facilities before consent agendas and implement approved personnel actions.
