The Jennings County Area Plan Commission spent the meeting hearing a series of show-cause cases alleging property-maintenance violations across the county, frequently granting property owners 30 days in court to address trash, inoperable vehicles and debris.
Commissioners heard individual matters for properties including 686 Greenbrier Circle (Harold DeWitt), 1287 East Buckeye (Kenneth Hughes), 258 Hawthorne Drive (Brian Kirby), 9095 West 555 North (Harold Mason), 2207 Abenshire Court (Donna Moore), 112 South Jennings Street (Carl and Heather Ravey) and multiple other addresses. In most instances commissioners followed staff recommendations and approved motions giving property owners 30 days in court to come into compliance; several items were dismissed or placed on hold where the owner had resolved the issue or had an active rezone application.
In several hearings owners or family members appeared and described partial cleanups, repairs in progress or circumstances limiting their work (medical issues, pending deed recording or parts and repairs taking time). Commissioners repeatedly told owners to notify staff if a clean-up was finished before the 30-day deadline so the case could be removed from court. Staff also asked owners to bring vehicle registrations or other documentation when vehicles were cited as inoperable or possibly unlicensed.
The commission opened sealed bids for multiple cleanup and demolition jobs and awarded several contracts. Poly Brothers received multiple $1,500 awards to perform cleanups on properties where tires and small debris remained. Malloy Construction received awards for larger removals and a tear-down at 1445 Blueberry Lane for $3,600; other bidders included Owen Forestry and Excavating LLC and Apollo Brothers. Commissioners discussed variations in bids depending on whether crews salvage metal, remove mobile homes or haul to dumpsters.
During old-business discussion staff outlined a new complaints process that requires citizens filing a complaint to submit a photo with the complaint form and to complete a public records request when requesting records related to a complaint. Commissioners noted some residents are reluctant to identify themselves; staff said the forms are intended to document complaints and to create a clear record for follow-up.
No ordinance citation was read into the record during the hearings; staff and commissioners referred generally to the local property-maintenance ordinance and to the APC's enforcement process when explaining timelines and court referrals. The meeting ended after a brief round of questions and a motion to adjourn.
