Mendocino Council of Governments staff told the Policy Advisory Committee on Nov. 4 that the draft Regional Transportation Improvement Plan (RTIP) is available in the meeting packet and that the final RTIP will be presented to the board for adoption at the December meeting.
Hector Okanjo, project analyst with MCOG, briefed the committee on regional planning obligations and said there are currently no new funds available. "Although there's no new funding available, MCOG is still required to prepare and adopt a regional transportation improvement plan," Okanjo said. He directed members to the draft in the packet and solicited review and comment.
Staff also provided an update on the 2026 Regional Transportation Plan (RTP) and the Active Transportation Plan (ATP). The public draft of the RTP/ATP was released Sept. 16 and staff held four in‑person workshops (Ukiah, Fort Bragg, Willits, Point Arena) and a virtual workshop on Oct. 7. Officials said public comments on the draft will be accepted through Nov. 5 and will be incorporated as appropriate into the final draft, which is tentatively scheduled for board adoption at the December meeting. The staff report includes a link to the draft and guidance on how to submit comments.
Committee members did not raise substantive changes at the meeting and staff characterized the presentation as an informational update. The committee recorded a vote after the presentation to note the report; no formal amendments to the draft RTIP or RTP/ATP were made at the Nov. 4 meeting.
