Kennett updates rental-property inspections; tickets planned for owner with multiple occupied units

City staff updated the Kennett City Council on rental-property inspections conducted between Aug. 1 and Sept. 30. The report said 16 properties were inspected during that period; 13 passed inspection and the remainder remain pending.
Staff told the council that one owner, identified as Terry Cunningham, currently has about 30'935 occupied properties and has not responded to city outreach; staff said tickets for lacking a business license will be issued when code enforcement resumes full processing. Another individual, Eddie Flores, was noted as no longer having rental properties or a business license.
Council members asked about the financial penalty associated with the tickets and whether reports should be verbal or written going forward. Staff said written reports are being prepared and asked that council continue to receive verbal updates because the issue has significant community interest.
The council did not take formal enforcement votes during the meeting beyond confirming that tickets will be issued to property owners who remain noncompliant; staff will proceed with citation and follow court processes where applicable.
