The Deltona City Commission approved on first reading updates to Chapter 82 of the land development code to modernize regulations for communications antennas and towers and to align tower siting with the city’s zoning code.
City planning staff said Chapter 82 had not been substantially updated since 1997 and that the proposed ordinance replaces references to an older tower map by deferring tower location determinations to zoning-district tables in Chapter 110. The amendments add clearer design standards for applicants and an advisory section encouraging consideration of wildlife protection measures, including recommended guidance on osprey nesting platforms.
Planning & Zoning reviewed the ordinance on Sept. 17 and voted 7–0 to recommend approval. Staff said the change reduces duplication between the zoning code and Chapter 82 and improves internal consistency. "The update provides better clarity for staff, applicants and residents," a planning staff member said during the presentation.
Commissioner Nobick moved to approve the ordinance at first reading, Commissioner Santiago seconded, and the motion passed 6–1. Second reading was scheduled for the commission’s next meeting on Nov. 17.
What’s next: staff will prepare the ordinance for second reading and codification; the commission will hold a second reading as scheduled.
