The Deltona City Commission voted 6–1 to table a first‑reading ordinance that would revise zoning and land‑development code provisions related to certified recovery residences.
City staff presented Ordinance No. 36‑2025 (first reading), which would amend Chapter 110 (zoning) and Chapter 74 (land development administration) to add procedures and regulations for certified recovery residences in compliance with Florida statutes. Commissioner Nobick (mover) said the proposal is ‘‘extremely complicated’’ and requested a workshop to educate commissioners and staff before implementation, raising concerns about staff training and legal questions tied to House Bill 180 and whether local distance requirements can be imposed.
Vice Mayor Harriet and other commissioners supported tabling the item to permit further study. Legal staff told the commission there is a statutory deadline requiring an ordinance by Jan. 1, 2026, but that the deadline did not create an immediate stop to scheduling a workshop and first reading before that date. The motion to table was moved by Commissioner Nobick, seconded by Commissioner Veil Vasquez, and passed 6–1.
