Council approves Woodland Meadows planned development and rezoning at 2200 Warneville/Wardle Road

The Excelsior Springs City Council on Nov. 3 approved Ordinance 25‑11‑05, adopting a planned rezoning and development plan for the property generally located at 2200 (Wardle/Warnell/Warneville) Road under the name Woodland Meadows.
City planner Joshua Garrett explained the proposal divides the site into two planned districts: the southern portion would be rezoned to Planned District RP‑3 to allow senior living facilities and cluster townhouse/garden apartment development; the northern portion would be rezoned to Planned District RP‑1 for single‑family residential lots that are smaller than typical zoning allows. Garrett said the planned development is expected to proceed in two phases, with the senior living facility as phase one to be developed by Orger & Associates; the single‑family portion could be developed later, possibly by other builders. Applicant Steve Orger (Orger & Associates) was present and the planning commission recommended approval.
The council moved the ordinance to second reading and approved it on final reading by roll call. After the vote, councilmembers congratulated the applicant and expressed enthusiasm for investment in the community.
