The Excelsior Springs City Council on Nov. 3 approved Ordinance 25‑11‑04 to rezone properties at 932 and 934 Dunbar Avenue from R‑1 (single‑family) to R‑2 (two‑family residential). Joshua Garrett, city planner, said the application came from Drake Siegel with DS Properties LLC, who is negotiating purchase of the properties and seeks to build duplexes. Garrett explained that an earlier request sought R‑3 zoning but changes to lot‑size standards allow R‑2, which staff and the planning commission considered a better fit.
Garrett told council the property owner has signed the application and that staff had spoken with the owner to confirm awareness. Council moved the ordinance to second reading and then approved it on final reading by roll call. The transcript records no conditions attached to the rezoning beyond the change in zoning district.
