Commission Establishes Tax Levy Fund to Route County Support to Central Kansas Mental Health Center

Saline County commissioners on July 22 adopted Resolution 25-24-32 to create a new tax levy fund intended to provide a dedicated mechanism for transferring county funds to Central Kansas Mental Health Center.
County Administrator Philip Smith told the board that the county is legally mandated to provide mental health services and that the fund formalizes the existing contractual arrangement with Central Kansas Mental Health Center by creating a special fund in the tax system. "The county is actually legally mandated to provide mental health services, either through in house county department or through a contract such as we have with Central Kansas Mental Health," Smith said. He added that the resolution before the board establishes the fund but does not set the funding level for the levy; that step will occur separately through budget decisions.
Commissioners discussed that the new fund would be countywide and comparable to the county's special 2-mill fund rather than a geographic fire district. A commissioner said the change should help budgeting and provide consistency for the mental health provider.
A motion to adopt Resolution 25-24-32 was made, seconded and approved by voice vote.
