County OKs $712,460 CDBG for Senior Center Improvements; Director Reports Increased Meal Service

Saline County commissioners voted July 22 to sign a Community Development Block Grant (CDBG) agreement with the State of Kansas Department of Commerce awarding $712,460 toward rehabilitation of the senior services building, its parking area and sidewalks. Rosie Walter, Senior Services Director, said the CDBG award covers most construction costs for a total project valued at $937,460.
Walter outlined project scope: replace roof, remove and replace about 3,600 square feet of sidewalk with 4-inch ADA-compliant concrete and ramps, rework and expand parking (about 26,000 square feet of existing parking area with roughly 5,300 square feet of new parking), add lighting and pole bases, and associated surveying, design, construction management, bonding and permitting. She told commissioners the grant award is $712,460 with a $225,000 local match consisting of the county CIP ($200,000), the Earl Bain Foundation ($15,000) and $10,000 in donations. The director described phasing to preserve access: "we were gonna divide the parking lot in half, so that we still have parking," she said, and the plan includes adding about 17 spaces at the northwest corner.
Walter also delivered the senior services quarterly update for April'June 2025, reporting the Dane Hansen award of $25,000 used for garage and door repairs and listing recent events and outreach. She said the county served 32,868 meals in the quarter and 61,800 meals midyear, with about 97% subsidized. On budget, Walter presented revenue of $355,506 (meal revenue and donations) and stated that operations were subsidized by tax dollars at $110,844 for the first half of the year; commissioners asked for clarity on labels and whether the general fund figures represented taxpayer subsidy, which Walter confirmed.
A commissioner moved to approve RFA 2025-101 to execute the CDBG grant agreement; the motion was seconded and carried by voice vote.
The minutes record that staff will manage construction phasing and that project expenditures will come from a mix of CDBG, CIP and philanthropic/donation sources.
