Columbia council approves Meadow Lane plat, waives sidewalk and additional right‑of‑way requirements amid neighbor objections

The Columbia City Council voted to adopt two ordinances Tuesday evening that together finalize Meadow Lane Plat 1 and grant two design adjustments that waive sidewalk construction and additional right‑of‑way dedication along the property’s frontage.

City planning staff told the council the application is a two‑part planning action to convert two existing survey parcels into legal lots so owners can obtain building permits. Staff recommended approval, saying there is no planned street widening or capital project for that segment of Meadow Lane, sidewalks would not connect to existing facilities, and requiring the dedications could force neighboring properties into nonconforming setbacks. Planning and Zoning recommended the right‑of‑way waiver 8–0 and the sidewalk construction waiver 6–2; P&Z recommended the final plat 8–0.

The measures passed on separate roll calls. Council Bill 256‑25 (the design adjustments) passed 4–3, with Nick Foster, Waterman and Councilmembers Peters and Buffalo voting yes and Carroll, Elwood and Sample voting no. Council Bill 257‑25 (the final plat) passed by the same margin.
