Council approves YDOT agreements for Highway 14 project, accepts small right-of-way payments

City staff presented and the council approved three agreements with the Wyoming Department of Transportation (YDOT) related to the upcoming Highway 14 mill-and-overlay project.
Zach, city staff, explained YDOT requested permission for contractors to purchase water from city hydrants during the project. The council approved a water purchase agreement under which contractors will use a hydrant meter and the city will bill them at the standard municipal rate; no reduced or promotional rate was offered. Staff said the agreement had been reviewed by legal.
Council also approved a memorandum of agreement and a warranty deed tied to right-of-way work on Highway 14. Staff said an appraisal/survey process identified small permanent and temporary areas of city property to be used; YDOT will pay $4,310 for permanent conveyance and $1,150 for temporary permit areas. Council authorized signatures and directed staff to record the deed and ensure receipt of payment.
Tim, a staff member, raised a capacity question earlier in the meeting when valves at the SMP plant were discussed; staff told the council the valve work and the YDOT hydrant use would not reduce available capacity for city service during the YDOT project. The council approved the agreements by voice vote.
