Council postpones vote on $115,780 utility extension for Bumpus restrooms after administration requests fund transfer

"The extension will have a significant impact beyond restroom access," said Cheyenne Peterson, board president of Wasilla Youth Soccer. She told the council power would enable lighting around the soccer fields and trails and help deter vandalism while extending usable weeks for youth activities.
Dan Fleckenstein, president of the Mat‑Su Softball Association, told the council that the park draws large events — as many as 1,500 people on some weekends — and that "accessible bathrooms with functional toilets and running water is by far the most common suggestion" from users.
The item, AM number 2556, would approve a utility service agreement to Matanuska Electric Association in the amount of $115,780 for utility extensions related to restroom construction at Bumpus Recreation Area. Administration asked the council to postpone the AM so the city can move funds by resolution and confirm whether certain funds can be used because the restrooms sit within DOT right‑of‑way.
"We are planning to ask for a resolution to move the $115,000 and then actually move the rest of the money through an ordinance back into fund balance," a city staff member told the council, explaining that some prior funds could not be used because the restrooms are in DOT right of way. The administration said the resolution will be brought to the next meeting and that, if council approves the transfer, the AM will be considered in conjunction with that resolution.
Council member Graham moved to postpone AM 25‑56 to the next regular meeting; Council member Rubio seconded. Hearing no objection, the council postponed the AM.
No formal award or contract was approved at the meeting; the council withheld action pending the requested financial resolution and confirmation of funding eligibility.
