The Neosho City Council approved a contract with SAP Design Associates for professional planning and design services for a Big Spring Park master plan, at a proposed fee of $47,800. The council vote was unanimous, 7–0.
City staff described Big Spring Park as one of the city’s most used and historic parks and said the master plan will provide a coordinated 10‑year roadmap for improvements, prioritizing topography, drainage, accessibility and life‑safety issues. Kathy, an architect with SAP Design Associates, told council the consultant will produce recommendations on priorities and an associated budget so the city can sequence projects rather than perform reactive, overlapping work.
Council members discussed protecting iconic features — including the pool and amphitheater, which staff said are listed as part of the downtown historic district — while addressing drainage and embankment challenges. Staff said the city budgeted $100,000 for the project and the SAP proposal of $47,800 would fit within that allocation. The ordinance authorizing the contract was presented as Bill 2025‑83 and the council approved the measure 7–0.
