City staff said the work will replace existing solar lights, whose typical life expectancy is three to five years, and is the first phase of a planned four‑year installation. Kenny, a city staff member, described the first section as running from North College Street (across from the RV park) to Wood Street and said approximately 16 lights would be installed in that section.
"We sent out bid packets and received two responses. Henson Electric came in at $24,600 and Southwest Missouri Electric at $50,000," Kenny said. Staff recommended the low bid because the contractor already owns needed equipment and would not need to rent excavation gear, reducing cost.
Council member(s) moved and seconded the recommendation; the clerk recorded a roll‑call vote of 7–0 in favor. The project is budgeted across multiple years and staff said work will be completed in sections tied to existing park meters and park infrastructure.
The resolution authorizing the mayor to execute the contract was recorded as Resolution Bill 2025‑36 and approved 7–0.
