City department reports: permits, rental inspections, audit timeline and parks projects

Multiple city departments presented monthly reports and updates to the council.
Community development staff said the department received 15 permit applications in September, including two home additions, a few deck permits and two commercial use-and-occupancy permits (Crossbird CoLab at 2 South Broadway and Wildflowers Early Learning Center at 56 East Lake Erie). Staff reported 12 new code-enforcement cases (two resolved), one citation issued, seven warning notices and one matter referred to the Crossroads Police Department. The in-house rental housing inspector completed 28 unit inspections during the last month.
Staff noted the stabilization grant program received 10 project applications; those were reviewed and scored by a joint committee and staff said the recommended projects would be the subject of a resolution at this meeting and then forwarded to the county for final approval.
Finance staff said year-end reconciliations for FY25 remain in progress and the city is working with S.B. & Company on the annual audit. Because year-end adjustments are still pending, finance staff requested a 30-day extension for the audit timeline. Finance staff also reported that as of September approximately 61% of real estate tax bills had been collected and that interest on overdue taxes began October 1 for payments due Sept. 30. The ServLine leak adjustment program is active and a few residents have used it without issue; staff encouraged e-billing and automatic payment enrollment.
Parks & Recreation said the department is preparing for winter activities. Two interior projects are underway: a food pantry construction and reconstruction of the concession stand at Lions Park (both expected to be ready for interior fit-out within about a month).
