Commission urges NDOT to defer pedestrian hybrid beacon at Third Avenue North, study interim measures

The Bicycle and Pedestrian Advisory Commission voted to advise the Nashville Department of Transportation to defer installation of a pedestrian hybrid beacon (PHB) at a crossing on Third Avenue North and to study alternatives.
Commissioners said the PHB recommendation appeared to conflict with MUTCD/NDOT guidance because PHBs are typically indicated on higher‑speed or higher‑volume roadways, and they expressed concern that a PHB could place the onus on pedestrians to request permission to cross and introduce delays and coordination complications with adjacent signals. The commission asked NDOT to study driver compliance with the temporary stop signs currently in place, evaluate vertical traffic calming measures such as speed cushions or a raised crosswalk in combination with stop signs, and to defer a PHB at the location. The commission recommended NDOT consider reallocating funding for a PHB at this location to install PHBs where they are indicated on the city’s high‑injury network.
The statement and recommendation were approved by voice vote. Commissioners noted NDOT had not yet answered follow‑up questions submitted after the subcommittee meeting and asked that NDOT study the stop‑sign compliance data and report back.
