Historic District Commission member urges zoning exception to protect Springfield-area homes

Brian Ball, a member of the Historic District Commission, told the council during public comment that the Springfield area’s historic character is vulnerable and urged a zoning approach that would preserve more than building exteriors.

“As an HDC member…we'd like to propose something that would create a narrow exception,” Ball said, describing a plan that would exempt historically or currently multifamily contributing residential buildings from changes that could erode neighborhood character. He emphasized the request would apply only to contributing residential buildings inside the district and would not affect commercial zoning.

Ball noted recent updates to the town’s contributing/non‑contributing classifications have clarified which properties fall under protections and said the proposed exception should focus on preserving the character— not guaranteed interior features—while allowing historically multifamily properties recognized as such to remain exempt.

The mayor acknowledged Ball’s comments and said staff will consider them. No formal action was taken at the meeting; Ball’s remarks were entered during the public comment period.
