The Pocomoke City mayor and council voted Oct. 20 to approve the Oxford Court subdivision and to accept conveyance of the subdivision’s roadway and Out Lot A.
The council, citing the city charter, considered Resolution 2026R-05 at second reading and a public hearing. The resolution describes the roadway as identified on the Oxford Court subdivision plat made by Philip Parker and Associates (dated Jan. 12, 1998) and an Out Lot A as shown on a subdivision plot for Craig Collins prepared by surveyor F. Douglas Jones. The resolution notes the planning and zoning commission approved the subdivision on Oct. 1, 2025.
Council members moved and seconded the resolution and approved it by voice vote. The resolution authorizes the mayor and city staff to execute administrative steps necessary to accept the conveyance once the council approves the final subdivision plat.
The council previously voted to approve the Oxford Court subdivision after staff reported the planning and zoning commission had unanimously recommended approval. The actions together complete the council’s review of the subdivision and the related transfer of property identified in county plat records.
The council did not record a roll-call tally in the meeting’s audio; the mayor announced the motion, which was seconded and approved by voice vote. The resolution text references Pocomoke City Charter provisions on town property and lists Worcester County plat references and account numbers for the parcels involved.
Council documents attached to the resolution identify the property owner as Craig Narnell Collins and the surveyor as F. Douglas Jones; the Oxford Court subdivision plat is credited to Philip Parker and Associates.
