Valley County officials postponed a pending hearing on a parking ordinance after discovering a notification error and set a new hearing for Nov. 17 at 1:00 p.m.
A Valley County staff member told attendees that “during the last hearing, there was a notification error. And so we will cure that by renoticing and holding a meeting on November 17 in order to address this,” and confirmed public comment would be available again at the re-noticed session.
A Valley County board member moved to remove County Code 13-5-1234 (parking) from the table; another board member seconded the motion. The board then called for the question and the item was set for Nov. 17 at 1:00 p.m. County staff said they would open an entirely new hearing on that date. The hearing had been paused so the county could remedy the notice issue.
During public comment, residents asked for clarification on how parking enforcement and trailer storage at Francie Wallace would be handled. One resident asked about existing trailers in the lot and where they would be moved; the staff response indicated the trailers would be asked to relocate and that staff would determine alternate locations. John Crookshank, a Warren resident, said he had hearing problems and came forward seeking clarity about what has been approved. A Valley County staff member offered to take his contact information and have recreation department staff call him to avoid another trip to the meeting.
County staff characterized the action as a procedural remedy to correct the notice error and did not indicate new policy decisions were made at the meeting. The re-noticed hearing will be the opportunity for further comment and any final action on the County Code provision.
Details not specified in the meeting transcript included any roll-call vote tally on the motion and the specific textual amendments or provisions contained within County Code 13-5-1234 beyond the general description of it as a parking-related code section. The county also said new material will be added to the ordinance packet before the Nov. 17 hearing.
