Brent, a city staff member, told the Jamestown City Council the Esprit Center has secured some grant funding but that the council should hold off on approving a resolution to disburse city funds until remaining donations and foundation commitments are confirmed.
"We could have 1 resolution, but as was discussed with the, sign this Esprit Center, They have, secured grant funding for that. So we are going to hold off on this, probably review it again in 2 weeks," Brent said.
Staff discussed the condition of the building and the scope of repairs. One participant described the roof and window work as potentially "a multimillion dollar project for the roof, the windows." The meeting record shows staff and outside architects have inspected the building and found varying roof conditions, including areas with multiple existing roof layers that affect repair options.
"So in some places, there's 4 or 5 layers. Some places, there's only 2 or 3," a staff speaker said, noting repair approaches depend on the specific area and existing leaks. Meeting speakers emphasized maintaining historic parameters where possible.
Councilors and staff discussed using local manufacturers to duplicate historic windows. The transcript referenced "Nelson Brothers" as a local craftsman who has made custom windows in the past. Staff also noted a wooden finial atop a tower is deteriorating and said they plan to protect it over winter with a canvas cover rather than a temporary tarp to reduce further water intrusion.
